Knowing the Logan's Run rule for anime and videogames in Japan, he's probably no older than 25, but his personality always made him seem older than that to me.

Hmm, physically he does seem to be around 20-something years old. However, we know from Clef that Cephirans can have very long lifespans, in excess of 700 years. So it's pretty much anyone's guess as to how old Zagato is or Emeraude either for that matter, but I'm reasonably certain that Clef is older than either of them.
