Clueless when it comes to boys? Options

Is Umi-chan clueless when it comes to boys or what? Ascot plain told her once that he loved her but she didn't get it. In the parting scene near the end of the series, she had an opportunity to tell Clef that she loved him, but she didn't. There was a good deal of unspoken language there though and Clef did get it, he's not clueless it seems.^^;
