Cardcaptor Sakura RPG Options

A couple of members have expressed interest in starting a CCS RPG here. It sounds like something that would be fun, so I am willing to set it up. However I would like some ideas of how everyone thinks the RPG should work. It could be very simple and informal, just a forum section where any member could just start threads and play. Or it could be very sophisticated and organized, with character sign-ups, profiles, and forum sections for different locations and themes. Please let me know what your ideas are.
